Jordan Citizenship by Investment vs Türkiye: the Cabinet’s 2026 Dinar Routes

Jordan citizenship by investment vs Türkiye’s program is a choice between running a business with a Jordanian payroll and holding an asset: under the bases Jordan’s Cabinet adopted on 15 July 2026, a new investor’s lowest capital route is JOD 500,000 paid into a new productive project outside the Amman governorate, with jobs for Jordanians registered with the Social Security Corporation, while Türkiye grants citizenship for USD 400,000 of real estate and asks for no hiring at all. Inside the Amman governorate the same project route needs JOD 700,000. The other routes of the 2026 bases are JOD 1.5 million of newly bought shares on the Amman Stock Exchange, JOD 1 million of new shares in an existing project, JOD 3 million in pharmaceutical warehousing or food logistics, JOD 1.5 million in the Amrah city project, and a payroll of 150 Jordanians in Amman or 100 in another governorate.

The Ministry of Investment, which the decision makes the single window for investor files, carried no text of the new bases on its site when we read it on 1 October 2026.

The Jordan column is the Cabinet’s 2026 bases as Petra published them; the Türkiye column rests on Law No. 5901, Article 12(b), and on the Implementing Regulation’s Article 20.

The two programs reward different investors. An operator who means to build a business and employ Jordanians meets Jordan’s bases as they are written; an investor who wants citizenship from a holding rather than an enterprise finds that Jordan has closed its deposit and bond routes, while Türkiye keeps a property route and a deposit route. Can a Jordanian passport be bought?

Not as a document. The 2026 bases grant nationality to an investor who meets one of their routes, and on the project, expansion and Amrah routes the first thing issued is a temporary Jordanian passport valid for three years, with nationality recommended only after the conditions have held for those three years. A breach of any condition withdraws the nationality or cancels the residence. An offer of a Jordanian passport outside those routes is not one the Cabinet’s text provides for.

How the Jordanian project routes run in time

An investor who starts operating a new project has four months to complete the required Jordanian headcount, and holds a residence permit until the project runs and the headcount is complete. Once the conditions are met, the temporary passport issues for three years; after three years of verified compliance, nationality is recommended. An investor buying new shares in an existing project also files a feasibility study for the expansion, the company’s audited balance sheet for the previous year and an audited statement of its financial position, puts at least JOD 500,000 into new fixed and non-current assets, and has the new shares frozen for three years. An investor already established in Jordan qualifies where the investor’s average share of the project’s fixed and non-current assets over the last three certified annual balance sheets reaches JOD 700,000 in Amman or JOD 350,000 elsewhere, and at least 90 per cent of the required Jordanian jobs were filled in every month of those three years.

Which Jordanian figures in circulation are out of date?

The bases that the Ministry of Investment still serves as a PDF, issued under Cabinet Decision No. 3657 and the Prime Minister’s letter of 13 September 2021, set the routes in US dollars: USD 1,000,000 deposited at the Central Bank of Jordan for three years without interest and USD 1,000,000 of six-year treasury bonds, USD 1,500,000 of shares or stakes kept for three years, and a new project of USD 1,000,000 in Amman with 20 jobs or USD 750,000 elsewhere with 10. None of those figures is in the 2026 bases: the deposit and bond route is gone, the currency is the dinar, and the share route now asks JOD 1.5 million held for five years.
