Which programs recently closed — and why it matters

Several flagship programs have closed or been disrupted: Malta’s investor-citizenship route ended after the Court of Justice of the European Union ruled against it on 29 April 2025; Spain abolished its Golden Visa with effect from 3 April 2025; Ireland (2023), the United Kingdom (2022), and the Netherlands have all closed their investor-residence routes; and earlier Caribbean-style citizenship schemes in Cyprus (2020) and Montenegro (2022) are no longer open.
